Purp Arc Guide to Minnesota State Testing for Students Receiving Special Education
Minnesota public school districts are required to put state standards into place so all students have access to high-quality academic content and instruction. The federal government’s Every Student Succeeds Act (ESSA) requires that state testing measure curriculum and daily instruction to be sure it meets academic standards and ensure all students are getting an equitable education. Academic standards identify expected learning for each subject and grade.
The Minnesota Comprehensive Assessments (MCAs) and the alternate assessment, Minnesota Test of Academic Skills (MTAS), are statewide tests that help districts measure student progress toward Minnesota’s academic standards and meet the requirements of the ESSA.
- Reading: MCA/MTAS – grades 3 through 8, and grade 10
- Mathematics: MCA/MTAS – grades 3 through 8, and grade 11
- Science: MCA/MTAS – grades 5, 8, and once in high school
Students do not pass or fail the MCAs or MTAS and scores will not be used to determine progress to the next grade but will help determine if a student is making adequate yearly progress.

Minnesota Statewide Assessments
Minnesota statewide assessments contain the standards-based accountability assessments and the English language proficiency accountability assessments. Districts are also required to offer a college entrance exam to students in grades 11 and 12.

Standards-Based Accountability Assessments
The Minnesota Comprehensive Assessments (MCAs) and the alternate assessment, the Minnesota Test of Academic Skills (MTAS), are statewide assessments that aid districts measure student progress toward Minnesota's academic standards and join the requirements of the Elementary and Secondary Education Act (ESEA). Both the MCAs and the MTAS assess students in reading, mathematics and science. Most students take the MCAs, but students who receive special education services and meet eligibility criteria may take the MTAS. The Minnesota Department of Education (MDE) requires that districts ensure that all students are familiar with the test they will be taking and are able to successfully navigate within the test, use the online tools and accessibility features, and indicate answers to different types of questions. Each district determines which and how resources will be used, based on student familiarity and experience with the test. Decisions on resources to use may vary by school, grade or student.
While these resources are useful for preparing students for testing, they are not meant to be used as practice tests or be predictive of student performance.
